Tevye is understandably upset by the divergence from tradition, as up until Tzeitel's pleading he had no idea any of his daughters would diverge for tradition, but with Hodel and Perchik asking for his blessing but not his permission to marry, he is forced to make a choice again: his daughters' happiness or tradition.
